I recently went through the process of obtaining an Israeli passport and can share my experience. In fact, it is quite possible to obtain a passport without moving to Israel permanently, but there are nuances. I can say with confidence that persistence and attention to detail significantly simplify the path to a passport. I recommend preparing the entire package of documents in advance and not being afraid to ask questions to specialists, this really saves time and effort.
